Advice for Urban entities of conservation (EUCC) has been established by local entities as administrative law with the purpose of conserving and maintaining infrastructure works once the infrastructure has been completed by the developer.

Once the home is signed over, the owner takes on some of the responsibility assigned by local office, which is not easy to manage as it has to coincide with Homeowners community management according to Horizontal property law.

This dual nature that some developments have present difficulties for the owners in charge of managing them, as well as for estate administrators that manage problems subject to the LPH.
